Counties and incorporated cities that own, operate, or fund animal shelters may establish programs to waive adoption fees for veterans, law enforcement officers, and first responders

Eligible animals must be 6 months or older and have been at the shelter for at least 7 consecutive days; each qualifying adopter may receive one fee waiver per 6-month period

Fee waivers apply only to adoption fees, not licensing, vaccination, or medical treatment fees; adopters must present valid identification confirming their status

Animal shelters must maintain adoption records and report to the governing body on the number of animals adopted and the category of each adopter

Governing bodies with established programs must submit biennial reports to the Legislative Counsel Bureau by October 1 of each even-numbered year for transmittal to the Legislature
