Division of Public and Behavioral Health must create a non-opioid directive form allowing patients to indicate they do not wish to receive opioids, with practitioners required to offer this form before prescribing opioids for the first time

Health care facilities and practitioners must offer alternative non-opioid treatments before administering opioids, except in emergencies or when no suitable alternative exists, with biennial compliance reviews by licensing boards beginning January 1, 2029

All health insurance policies (individual, group, HMO, managed care) must cover at least one opioid alternative for each common opioid use, effective January 1, 2026, and cannot impose prior authorization requirements stricter than those for opioids

Fund for a Resilient Nevada must allocate at least 20% of distributed funds to substance use disorder prevention projects and grants, including research into non-opioid alternative treatments

Administrator of the Division must appoint an advisory board with 3-year terms to monitor compliance with non-opioid directive provisions and make recommendations to licensing boards and the Legislature on opioid use issues
