Authorizes the Legislative Commission to suspend or nullify administrative regulations adopted by executive agencies if they exceed statutory authority, conflict with legislative intent, or are not being administered consistent with the agency's stated intent during adoption

Creates a petition process allowing any person or agency to request Legislative Commission review of existing regulations, with petitions first reviewed by the Subcommittee to Review Regulations before scheduling for full Commission consideration

Requires courts reviewing challenged regulations to give "great weight and deference" to the Legislative Commission's approval of regulations and prohibits courts from substituting their own judgment for the Commission's legal determination that a regulation conforms to statutory authority

Precludes judicial review of any action or determination made by the Legislative Commission in exercising its power to review, object to, suspend, or nullify regulations

Requires oral public hearings on all proposed regulations (removing the prior "substantive" regulation limitation), mandates agencies submit proposed regulations to the Legislative Commission within 2 years of initial submission to Legislative Counsel, and prohibits emergency regulations that are substantially identical to regulations the Legislative Commission has suspended or nullified
