Eliminates the "good cause" exception for witnesses to testify via audiovisual technology at preliminary examinations and grand jury proceedings, limiting remote testimony to witnesses who reside more than 100 miles away or have a medical condition preventing attendance

Requires witnesses testifying remotely to sign a sworn, written declaration acknowledging they are subject to Nevada court jurisdiction and may face criminal prosecution for perjury or other crimes related to their testimony

Mandates the State to file the witness declaration and a notice explaining the reason for remote testimony with the court at least 48 hours before the preliminary examination or grand jury proceeding

Applies to any preliminary examination or grand jury proceeding commenced on or after October 1, 2025, regardless of when the underlying offense was committed
