Renames the Agricultural Extension Department to the University of Nevada Cooperative Extension and revises the State 4-H Camp Advisory Council membership to include staggered terms with a limit of two consecutive terms unless approved for a third by the Director.

Prohibits the lease, exchange, or sale of State 4-H Camp property in Douglas County without express legislative authority, requiring Board of Regents recommendations to go through the Legislative Commission with Governor approval.

Abolishes multiple state boards and commissions including the Technological Crime Advisory Board, Council to Establish Academic Standards for Public Schools, Advisory Committee on Medicaid Innovation, Commission to Review Compensation of Constitutional Officers, Advisory Board on Automotive Affairs, Nevada High-Speed Rail Authority, and Advisory Committee on Rights of Survivors of Sexual Assault.

Transfers Technological Crime Advisory Board duties to the Attorney General for distributing forfeiture proceeds to law enforcement agencies, and transfers Advisory Committee on Medicaid Innovation duties to the Division of Health Care Financing and Policy.

Exempts applicants for postsecondary educational institution positions from background investigations if they already hold a Nevada professional or occupational license that required a background check, and requires staggered terms for Rangeland Resources Commission appointed members.
