Requires health insurers, HMOs, fraternal benefit societies, and Medicaid to cover noninvasive prenatal screening (blood tests analyzing fetal DNA to detect chromosomal abnormalities) at any time during pregnancy, effective January 1, 2026

Prohibits insurers from requiring prior authorization for noninvasive prenatal screening

Appropriates $160,069 for fiscal year 2025-2026 and $325,848 for fiscal year 2026-2027 to the Division of Health Care Financing and Policy for Medicaid coverage costs

Authorizes the Commissioner of Insurance to suspend or revoke certificates of health maintenance organizations that fail to comply with the coverage requirements

Requires the Department of Health and Human Services to apply for any federal waivers or State Plan amendments necessary to receive federal funding for Medicaid coverage of the screenings
