State Public Health Laboratory authorized to charge up to $122 for newborn screening tests (preventable/inheritable disorders) from July 1, 2025, increasing to $150 or the Medicaid reimbursement rate (whichever is less) on January 1, 2026

Removes the requirement for the State Public Health Laboratory to hold a public hearing before increasing fees for newborn screening examinations and tests

Requires Medicaid to reimburse newborn screening tests separately from other labor and delivery services and newborn care, rather than bundling them together

Directs the Director of Health and Human Services to request federal approval for a Medicaid reimbursement rate of up to $122 initially, with authority to increase to $150 on or after January 1, 2026
