Expands anti-discrimination protections in health insurance (individual, group, Medicaid, HMOs, and managed care plans) from covering only gender identity/expression to include race, color, national origin, age, disability, sex, sexual orientation, sex characteristics, intersex traits, and pregnancy-related conditions

Prohibits insurers from denying, canceling, or limiting coverage, or imposing discriminatory premiums based on protected characteristics of the insured or their family members, while preserving age-based premium adjustments authorized by state or federal law

Prohibits health care providers from discriminating in service provision based on protected characteristics of patients, their family members, or their associates, with violations constituting unprofessional conduct subject to disciplinary action by licensing boards

Authorizes health care licensing boards to adopt regulations specifying prohibited discrimination types and to discipline violating providers, while exempting actions required by reasonable medical standards or uniform nondiscriminatory policies

Effective January 1, 2026 for substantive provisions; contains an unfunded mandate for local governments related to public employee health insurance requirements under NRS 287.010
