Requires the Division of Health Care Financing and Policy to create a specific Medicaid billing category by October 1, 2025 for university-operated clinics that provide mental/behavioral health care and train students in mental health professions

Establishes two all-inclusive per diem reimbursement rates: one for general mental health trainees and a separate rate for psychiatry residents and psychiatric nurse practitioner trainees

Reimbursement covers services provided at the clinic, through mobile clinics, via telehealth, or to Medicaid recipients experiencing homelessness

Transfers $116,672 (FY 2025-2026) and $138,481 (FY 2026-2027) from the Account to Improve Health Care Quality and Access to the Medicaid budget account for implementation

Authorizes additional expenditures of $211,213 (FY 2025-2026) and $206,127 (FY 2026-2027) from non-General Fund sources, contingent on federal participation approval
