Requires the Department of Health and Human Services to request federal approval by October 1, 2025, to increase Medicaid reimbursement rates by at least 3% for mental health care providers (type 14) and rehabilitation therapists including physical therapists, occupational therapists, speech-language pathologists, and respiratory care practitioners (type 34)

Adds an additional 3% reimbursement increase for services provided in community settings such as homes, schools, preschools, daycare centers, and community centers

Provides an additional 3% reimbursement increase for in-person services delivered in counties with populations under 100,000 (all Nevada counties except Clark and Washoe)

Grants an additional 3% reimbursement increase for in-person services provided in federally designated health professional shortage areas for mental health or state-identified shortage areas for rehabilitation providers

Becomes effective upon passage and approval, with a fiscal impact on the state but not on local governments
