Requires the Housing Division to issue or deny a certificate of title for manufactured homes, mobile homes, or commercial coaches within 45 days after receiving a complete application when the original title is unavailable

Mandates written notification to applicants within 10 days of denial, including the reasons for the denial

Directs the Administrator to establish an expedited process for issuing certificates of title through regulation, with a corresponding fee

Applies to both standard applications (requiring affidavits/information) and bond-based applications (requiring a surety bond equal to 1.5 times assessed value plus Division inspection)

Becomes effective October 1, 2025, with immediate effect upon passage for regulatory preparation
