Counties with population of 700,000 or more (currently only Clark County) and their incorporated cities must adopt ordinances establishing a multi-jurisdictional business license system

The ordinances must establish business categories eligible for the license, licensing requirements, and a revenue-sharing structure among participating jurisdictions

County commissioners and city governing bodies must cooperate to enter interlocal agreements establishing the multi-jurisdictional license for specified business categories

When entering agreements, jurisdictions must consider whether existing requirements across localities have similar fees, renewal periods, and time/place/manner regulations for the affected businesses

All participating jurisdictions must integrate the multi-jurisdictional business license application with the state business portal
