School districts must ensure all staff members (teachers, administrators, education support professionals) receive professional development training on pupil discipline and behavior by June 30, 2030, covering topics including positive behavioral interventions, conflict resolution, de-escalation techniques, and classroom management

Staff hired on or after July 1, 2030 must complete the required training within 1 year of starting employment; training completed through the statewide restorative justice framework may satisfy this requirement

Department of Education must develop and maintain a system to assist school districts and charter schools in addressing disproportionate or high levels of pupil discipline, using evidence-based practices and a multi-tiered framework of social, emotional, and behavioral supports

Public schools must now collect and report quarterly data on the number of pupils assigned to temporary alternative placements, in addition to existing requirements for expulsion and suspension data

School districts must submit annual reports to the Legislature describing professional development training provided, training dates, and percentage of staff who attended; the Department must also submit annual reports on the discipline support system's implementation and outcomes
