Insurers cannot require prior authorization for opioid alternatives if prior authorization would not be required for opioids in the same circumstances

Healthcare providers can exempt patients from medical management techniques (step therapy, prior authorization, drug tiering) for opioid alternatives by confirming the alternative is appropriate treatment

Requirements apply to individual health insurance, group health insurance, health benefit plans, fraternal benefit societies, hospital/medical service corporations, HMOs, managed care organizations, local government employee plans, and the Public Employees' Benefits Program

Commissioner of Insurance may suspend or revoke certification of insurers that fail to comply; the bill contains an unfunded mandate for local governments
