Prohibits health information exchanges and other services from charging fees to provide electronic health records to patients upon request, and requires custodians of health records to furnish electronic records to patients or covered entities within 7 business days at no charge

Requires hospital-owned or affiliated emergency care facilities located more than 250 yards from the main hospital campus to obtain separate licenses as independent centers for emergency medical care, with no new licenses issued within 5 miles of existing emergency facilities

Mandates that independent centers for emergency medical care provide urgent care services during all operating hours at rates comparable to urgent care centers, and establishes a public awareness program with quality reporting requirements similar to hospitals

Prohibits noncompetition covenants from applying to patient-facing health care providers whose primary duties involve clinical care to patients

Appropriates $291,296 from the State General Fund plus authorizes $1,149,153 in other funds for the Division of Health Care Financing and Policy to implement Medicaid value-based payments for independent emergency medical care centers and claims verification systems
