Revises the Windsor Park Environmental Justice Act to relocate residents of North Las Vegas whose homes have been damaged by ground subsidence, changing the ownership eligibility date from July 1, 2023 to December 31, 2023

Expands program eligibility to include owners of vacant lots who previously owned single-family residences on those lots, or their descendants, allowing them to exchange for vacant lots in the Cibola Park area

Provides property tax exemptions until July 1, 2057 for acquired residences equal to the difference between taxes on the new home and the exchanged Windsor Park home, and exempts program-related property transfers from real property transfer taxes

Appropriates $26,000,000 from the State General Fund to the Housing Division and extends the reversion date for previously appropriated funds from the 2023-2025 biennium to the 2025-2027 biennium

Requires the original Windsor Park properties to become a public park memorializing past and present residents, available free to local schools and churches, with demolition contracts exempt from state bidding requirements
