Expands who may serve as a required witness to adoption consent documents by adding "caseworker" as an alternative to "social worker" for attestation purposes

Applies specifically to adoptions where neither the petitioner nor their spouse is related to the child within the third degree of consanguinity (close blood relatives)

Qualifying witnesses must be employed by child welfare agencies, state-licensed adoption agencies, comparable agencies in other states, or out-of-state agencies authorized to place children for adoption

Effective date: July 1, 2025
