Creates a Subcommittee on Metrics under the Commission on Innovation and Excellence in Education to develop metrics measuring student progress, learning outcomes, and holistic factors including student well-being and civic engagement

Replaces "competency-based education" pilot program with "personalized, competency-based learning" programs that school districts and charter schools can apply to provide, allowing students to advance through mastery-based progression with alternative schedules including reduced school days

Authorizes the Office of Economic Development to require businesses applying for tax credits or abatements to include plans for providing work-based learning opportunities to high school students or having employees serve as career and technical education instructors

Appropriates $2,250,000 for professional development on personalized, competency-based learning programs, $68,910 for a staff position to oversee Commission recommendations, and $50,000 ($25,000 per fiscal year) for Commission and Subcommittee travel expenses

Adds three university education deans (UNR, UNLV, Nevada State) to the Commission on Innovation and Excellence in Education and requires the Department of Education to review the Portrait of a Nevada Learner by July 1, 2040 and every 5 years thereafter
