Creates the Transit-to-Trails Task Force consisting of 12 members appointed by the Legislative Commission, including representatives from the Governor's Office, law enforcement, regional transportation commissions, federal land agencies (BLM, Forest Service, National Park Service), Tahoe Transportation District, and public members

Requires the Task Force to identify high-priority areas for expanding public transit access to outdoor recreation areas, focusing on communities with limited transportation, parking constraints, public safety concerns, or weather conditions favoring transit

Directs the Task Force to identify and apply for federal and private grants to fund expansion of public transit to outdoor recreation areas

Task Force members serve 4-year terms without compensation, meet quarterly, and must submit a written report with findings and legislative recommendations to the Joint Interim Standing Committee on Growth and Infrastructure by August 31 of each even-numbered year

Act becomes effective July 1, 2025, and expires by limitation on October 1, 2030
