Appropriates $4 million total from the State General Fund ($2 million for FY 2025-2026 and $2 million for FY 2026-2027) to create the Nonprofit Security Grant Pilot Program within the Division of Emergency Management

Provides grants to 501(c)(3) nonprofit organizations at risk of threats or violent acts for hiring security personnel (up to $10,000) or acquiring security equipment (up to $50,000), but not both in the same fiscal year

Prioritizes organizations at greatest risk of attack and those that have not received federal security grants in the preceding two fiscal years

Limits administrative costs to 5% of appropriated funds and requires unspent balances to revert to the State General Fund by September 18, 2026 and September 17, 2027 respectively
