Creates the Account for Public Health in the State General Fund, administered by the Division of Public and Behavioral Health, funded by the first $4,925,000 of insurance premium tax revenues collected each biennium

Allocates $800,000 per biennium to the Division for public health promotion, $225,000 per county within health districts for allocation to those districts, and $225,000 per county outside health districts for Division use in those counties

Provides $300,000 per biennium for federally recognized Indian tribes (or to the Account for Tribal Health if SB 312 passes) to support tribal health authority activities

Requires health authorities to submit allocation requests by January 1 of even-numbered years with proposals identifying public health needs, priorities, and spending plans for services including communicable disease control, chronic disease prevention, and emergency planning

Mandates reporting by the Division to the State Board of Health by November 30 of odd-numbered years and by health authorities to the Division by October 31, with the first reports due October 31, 2029; effective date is July 1, 2027
