Creates the Lake Tahoe Basin Scenic Byway Corridor Recreation Safety Zone encompassing portions of U.S. Highway 50, State Routes 28, 431, and 207 in the Lake Tahoe Region connected to recreational destinations or designated scenic byways

Authorizes the Department of Transportation and local law enforcement to place traffic control devices, implement traffic calming measures, and prohibit or restrict parking on highway shoulders within the Safety Zone

Permits the Department of Transportation to establish and collect fees for public parking on state-owned land, with proceeds required to be used for parking management in the Lake Tahoe Region

Allows governmental entities and the Tahoe transportation district to enter agreements to develop public parking, enforce parking restrictions, and appoint trained employees to issue citations with the same legal force as those issued by peace officers

Prohibits citations in areas lacking public transit or pedestrian pathway access to recreation destinations, and prohibits traffic calming measures that reduce the number of travel lanes on affected highways
