Establishes escalating civil penalties for selling unlisted vapor products: $2,500 for first violation up to $10,000 plus license revocation for fourth violation within 12 months; manufacturers face $10,000 per unlisted product

Creates the Account for Vapor Product Enforcement in the State General Fund and appropriates $408,479 for FY 2025-2026 and $145,946 for FY 2026-2027 to the Attorney General for implementation
