Creates a new category of "Internet consumer lender" defined as a person who makes, solicits, brokers, arranges or facilitates consumer loans exclusively through the Internet

Requires loan contracts between Internet consumer lenders and Nevada residents to be governed by Nevada law and mandates that all dispute resolution (litigation, arbitration, or other processes) occur within Nevada

Allows Internet consumer lenders to obtain a Nevada lending license for out-of-state offices without first having a physical office licensed in Nevada, similar to existing rules for Internet business lenders

Exempts Internet consumer lenders from prohibitions against conducting lending business in the same office space as other businesses

Applies only to contracts entered into on or after October 1, 2025; contract provisions conflicting with these requirements are void and unenforceable as contrary to public policy
