Requires contractors and subcontractors on "significant operational or capital requirement projects" awarded by public utilities to pay prevailing wages, even when the work does not technically qualify as a public work under existing law

Defines covered projects as: replacement of natural gas pipelines approved under NRS 704.991, or construction of new electric generation facilities of 50 megawatts or more approved under NRS 704.741

Exempts electric utility contracts where the primary contractor has a collective bargaining agreement, project labor agreement, or worksite agreement covering the construction or maintenance work

Declares legislative intent that prevailing wages on utility projects are essential for increasing skilled workers, ensuring quality and safety, providing reliable energy access, and enhancing public safety

Applies only to contracts entered into on or after October 1, 2025
