School district boards of trustees must adopt policies on student use and possession of electronic communication devices on school premises and at school-sponsored activities

Policies must include a progressive discipline system that rates violations based on the number and seriousness of offenses

Policies must prescribe limitations on electronic device use during instruction and be included in student rules of behavior

Required exceptions to device restrictions include: emergencies or health management, teacher-approved instructional use, and accommodations in individualized education programs (IEPs) or Section 504 plans

"Electronic communication device" excludes school-issued devices; policies must be adopted by June 30, 2026, with full implementation on July 1, 2026
