Increases the percentage of anticipated annual tobacco settlement revenue that may be used to administer the Millennium Scholarship Trust Fund from 3 percent to 10 percent

Combined with the existing 3 percent authorization from the Nevada College Savings Trust Fund Endowment Account, caps total administrative funding at 13 percent of anticipated tobacco settlement revenue

The Millennium Scholarship Trust Fund receives 40 percent of all money from Nevada's tobacco manufacturer settlements and civil action judgments
