Transfers regulatory authority over food establishments, cottage food operations, and farm-to-fork events from the Division of Public and Behavioral Health (Department of Health and Human Services) to the State Department of Agriculture, effective July 1, 2025

Increases the gross sales limit for cottage food operations from $35,000 to $100,000 per year, with annual Consumer Price Index adjustments beginning in Fiscal Year 2026-2027

Expands farm-to-fork event options by allowing farms to serve meat from livestock (in addition to poultry and rabbit) and to source meat from state-inspected or federally-inspected facilities

Requires counties to pay quarterly assessments to the State Department of Agriculture for food establishment services, with an exemption process available through the Governor and Interim Finance Committee

Restricts hemp product use in food establishments to only those hemp components determined safe or generally recognized as safe by the U.S. Food and Drug Administration
