Transfers the Nevada Office of Cyber Defense Coordination from the Department of Public Safety to the Office of the Chief Information Officer within the Governor's Office, merging it with the Office of Information Security to create the new "Office of Information Security and Cyber Defense"

Renames the Deputy Chief of the Office of Information Security to "Deputy Director of the Office of Information Security and Cyber Defense" and changes the position from classified to unclassified state service (with grandfathering for the current incumbent)

Requires the new office to develop risk-based cybersecurity assessments for state agencies, establish partnerships with local governments and higher education, prepare a statewide strategic cybersecurity plan updated every 2 years, and submit quarterly and annual reports to the Governor

Mandates that each city and county adopt and maintain a cybersecurity incident response plan, file it with the Office within 10 days of adoption, and review it annually by December 31

Designates certain cybersecurity-related records as confidential and not public records, including incident response plans filed by political subdivisions and records identifying threats or attacks on information systems
