Study must analyze compliance with the federal Mental Health Parity and Addiction Equity Act of 2008, comparing network adequacy, reimbursement rates, denial rates, prior authorization requirements, and step therapy practices

Health insurers, the Public Employees' Benefits Program, Department of Health and Human Services, and related entities must submit data upon request; Commissioner may issue subpoenas for non-compliance

Study must investigate behavioral health workforce adequacy, costs of inadequate care including substance use disorder rates, suicidal ideation, unemployment, and state disability claims

Commissioner must submit annual progress reports to the Legislature by January 31, with a final report including policy recommendations for improving behavioral health coverage parity and workforce retention
