Expands eligibility for the Extended Young Adult Support Services Program to include young adults ages 18-20 who were in foster care proceedings on their 18th birthday or who exited kinship guardianship or adoption assistance after age 16 and are no longer receiving care from their guardian or adoptive parent.

Changes Program enrollment from opt-in to automatic participation, requiring young adults who do not wish to participate to affirmatively opt out rather than request enrollment.

Increases court review hearings for Program participants from annually to every 6 months (within 180 days of enrollment and every 6 months thereafter).

Authorizes child welfare agencies to petition courts to dismiss and immediately reassume jurisdiction over young adults who were not previously eligible for federal Title IV-E funding, enabling the state to obtain federal financial participation for their services.

Requires child welfare agencies to develop extended youth support services plans in collaboration with young adults, assist participants in meeting program conditions, and ensure participants obtain required federal transition documents before exiting the Program.
