School district boards must report both the number and percentage of enrolled immigrant, refugee, and English learner pupils to the Department of Education annually, effective July 1, 2025

Redefines "long-term English learner" as a pupil classified as an English learner for more than 6 consecutive years after first identification, rather than based on years living in the United States

Lowers the standard for a grade 3 reading retention exemption: pupils may now qualify by demonstrating mastery of reading standards for grade 3 rather than beyond grade 3 through a portfolio, effective July 1, 2028

Applies to the existing grade 3 retention policy requiring students who fail the state reading exam to be held back unless granted a good-cause exemption by their principal and superintendent
