Authorizes cities in Clark County (Las Vegas, Henderson, North Las Vegas, Mesquite, Boulder City) to detach territory from their corporate limits, requiring county commissioner approval within 60 days and commission review before proceeding

Establishes that annexation or detachment can be blocked if a majority of property owners protest at the public hearing or in writing within 15 days, and repeals the alternative annexation procedures previously available under NRS 268.597

Requires the commission to consider factors including population density, need for services, effects on water resources, impact on adjacent areas, and consistency with regional plans when reviewing annexation or detachment proposals
