Local governments and the state Purchasing Division must prominently post on their websites information about types of supplies, materials, equipment, and services they purchase, plus procedures for requesting notice of contract solicitations.

The Commission to Study Governmental Purchasing receives expanded duties: recommending policies to promote purchasing from local businesses, creating a supplier training program on public procurement, and establishing networking events and mentorship opportunities for local businesses.

Local governments in counties with Commission voting members must submit annual reports by November 1 detailing employee demographics, purchasing expenditures, spending with diverse businesses (owned by minorities, women, veterans, persons with disabilities, or LGBTQ+ individuals), and in-state versus out-of-state vendor spending.

The Regional Business Development Advisory Council for Clark County is abolished, with its functions transferred to the Commission to Study Governmental Purchasing.

Nevada System of Higher Education institutions are no longer required to provide mentoring to businesses participating in the NV Grow Program; the act takes effect July 1, 2025.
