Vacancies in City Council, Mayor, or Municipal Judge positions must be filled within 60 days by appointment or by resolution calling a special election to be held within 90 days of the resolution; special elections cannot occur between a municipal primary and 120 days after a municipal general election

Committee referral for proposed ordinances becomes optional rather than mandatory; the deadline for City Council to adopt or reject an ordinance extends from 30 days to 60 days after publication

City Council may sell any real property on a time payment basis, expanding authority previously limited to unimproved property only

Removes the requirement that property disposed to government entities or nonprofits must be sold at the City's original acquisition cost, allowing disposal for nominal consideration when in the public interest
