Expands electronic ballot transmission system access to any registered voter who lacks access to their mail ballot or cannot reach polls due to illness, disability, hospitalization, or being suddenly called away from home

Requires Secretary of State to adopt a cyber-incident response plan for elections and mandates county/city clerks notify the Secretary of State, Governor, and Legislative Commission of any cyber-incidents on election systems

Changes voter registration terminology from "nonpartisan" to "no political party" for voters who indicate no party affiliation, and requires voter registration applications to include an option to decline receiving a mail ballot

Modifies vote counting standards to count a ballot if a portion of the designated space is darkened by the voter, the marking cannot be conclusively determined to be an error, and there is some indication of voter intent on the face of the ballot

Prohibits counting ballots using mechanical voting systems before 7 a.m. on election day and bars posting results until polls close, while renaming "risk-limiting audits" to "election accuracy audits"
