Raises the threshold for highway projects requiring a written cost-benefit analysis from $25 million to $50 million before Board of Directors approval

Increases the maximum project cost for informal bidding procedures from $250,000 to $750,000, and raises the single-contractor solicitation limit from $50,000 to $100,000

Eliminates Board approval requirements for the Director to execute work with Department employees, use informal bidding, or hire contractors during disasters (requires only post-action reporting to the Board)

Replaces mandatory newspaper advertising for bid solicitations and contract acceptance notices with posting on the Department's website for at least 15 days

Increases the equipment purchase threshold requiring Board approval from $50,000 to $150,000, and broadens Deputy Director qualifications to accept a bachelor's degree (instead of master's) in business, economics, or related fields
