Children under 12 years of age (both residents and nonresidents) are no longer required to obtain hunting or fishing licenses, eliminating the previous 50% creel limit restriction for nonresident children and the prior hunting license requirement for nonresident children.

Big game hunting tags may only be deferred under extenuating circumstances if an identical open season for that tag will exist in the following year.

Hunters who harvest deer infected with chronic wasting disease are no longer entitled to a free replacement tag, and duplicate licenses may now be issued to replace surrendered licenses (in addition to lost, stolen, or destroyed licenses).

License and permit fees are removed from statute and transferred to Board of Wildlife Commissioners regulation, with initial fees set equal to existing statutory amounts and authority granted to adjust fees for inflation using the Consumer Price Index (adjustments limited to 90-125% of calculated amounts).

The act requires a two-thirds majority vote to pass and becomes effective upon passage and approval.
