Expands authority for Department of Motor Vehicles employees whose primary responsibility is motor vehicle theft investigations to inspect vehicle identification numbers, titles, and registrations at highways, garages, repair shops, dealerships, and other commercial locations

Authorizes DMV personnel with peace officer powers to apply for court orders to install pen registers and trap and trace devices, and to complete required supporting affidavits for such orders

Prohibits tampering with or removing emission control devices from motor vehicles, including engine swaps, with exceptions for electric motor conversions or replacement engines with operational emission controls

Prohibits possession of electronic devices capable of tampering with vehicle emission control devices

Violations of the new emission control tampering prohibitions constitute a misdemeanor under NRS 445B.845
