Creates the Office of Early Childhood Services within the Office of the Governor, with a Director appointed by the Governor to serve in the unclassified service at the Governor's pleasure

"Early childhood services" defined as programs and services supporting development and education of children from birth to 5 years of age

Office must analyze whether existing services meet family needs, identify funding necessary for optimal services, make improvement recommendations, and identify federal funding opportunities including workforce development funding

Director must submit annual reports by December 1 to the Governor and Legislative Counsel Bureau detailing state and federal funding, recommendations for improvements, and opportunities for additional federal money

Office expires by limitation on June 30, 2027; must conduct a study during the 2025-2026 interim and submit findings to the 84th Session of the Legislature by January 1, 2027
