Shifts primary payment responsibility for forensic medical examinations of sexual assault and domestic violence strangulation victims from counties to the state Fund for the Compensation of Victims of Crime, with counties paying only if the Fund has insufficient money

Authorizes compensation officers to pay medical providers directly for forensic examinations, replacing the previous system of reimbursing counties

Requires the Department of Health and Human Services to annually review and establish maximum reimbursement rates for forensic medical examinations

Expands the definition of eligible providers from "hospitals" to "medical providers," including any health care provider, hospital, emergency facility, or other facility conducting examinations

Effective date: July 1, 2025
