Authorizes the State Registrar of Vital Statistics and county health officers to record diacritical marks (accents, tildes, graves, umlauts, cedillas) in names on vital statistics records including birth, death, marriage, and divorce documents

Permits the Department of Motor Vehicles to record and display diacritical marks on driver's licenses, commercial driver's licenses, motorcycle licenses, identification cards, and driver authorization cards

Defines "diacritical mark" as a mark in Latin script added or attached to a letter to indicate pronunciation

DMV provisions become effective on the later of: (1) when the U.S. Social Security Administration authorizes diacritical marks on SSA documents, or (2) when DMV notifies the Governor it has sufficient funding for implementation

Vital statistics provisions become effective 6 months after the DMV provisions take effect
