State agencies awarding federal grants for broadband infrastructure development must assign 30% weight to applications where applicants certify they meet workforce and labor standards

Applicants must certify that workers will receive prevailing wages, health benefits with dependent coverage, OSHA safety training (10-hour for employees, 30-hour for supervisors), and at least 50% Nevada resident workforce

Alternatively, applicants can satisfy requirements by being signatory to a collective bargaining agreement covering all non-supervisory employees performing grant-funded work

Public works laws (NRS 338.020-338.090) apply to any contractor-licensed work financed by the grants, and applicant certifications are binding conditions of grant awards

Effective January 1, 2026, with immediate effect upon passage for adoption of regulations and preparatory tasks
