Amends Joint Standing Rule No. 11 governing minority party representation on the Legislative Commission, changing the threshold from "one-third or less" to "less than half" of total members elected to a House

Sets minority party membership on the Commission at one member if the minority comprises less than one-fifth of a House, or two members if at least one-fifth but less than half

Provides that when a House is evenly divided by party, each party receives three members on the Legislative Commission

Removes previous language that tied minority representation to being "equal to the membership of the majority party" when the minority exceeded one-third

Takes effect immediately upon adoption by both chambers
