Amends the Nevada Constitution to create a retention election system for unopposed incumbent justices of the Supreme Court, judges of the Court of Appeals, and district court judges

Requires ballots to offer only "Retain" or "Not Retain" options when an incumbent judicial officer seeks re-election without opposition, rather than a standard vote-for format

Declares the incumbent elected if retention votes exceed non-retention votes; if non-retention votes prevail, no person is declared elected and the vacancy is filled through existing constitutional appointment procedures

Applies to all three levels of Nevada's judiciary: Supreme Court (6-year terms), Court of Appeals (6-year terms), and district courts (6-year terms)

Resolution becomes effective upon passage by the Legislature
