Requires all bills and joint resolutions to be publicly available online for at least 72 hours after first reading before any vote can be taken, with no waiver of this requirement permitted

Makes the Legislature and its members subject to the same public records laws as other government entities, with exceptions for personnel files, audit files, litigation records, security information, and bill drafting requests

Creates a five-member Political Practices Enforcement Commission in the Executive Branch, with members appointed by the Governor, Lieutenant Governor, Attorney General, Secretary of State, and State Controller for 4-year terms

Grants the Commission authority to interpret and enforce laws on campaign finance, lobbyist activities, conflicts of interest, financial disclosure, and government ethics, including power to investigate violations and discipline candidates, lobbyists, and public officers

Directs all fines collected for violations of campaign finance, lobbyist, and ethics laws to fund the Commission's operations rather than going to education as currently required for penal fines
