Establishes 10 standing committees for the 83rd Session: Commerce and Labor, Education, Finance, Government Affairs, Growth and Infrastructure, Health and Human Services, Judiciary, Legislative Operations and Elections, Natural Resources, and Revenue and Economic Development

Creates a 6-member Committee on Ethics (3 Senators, 3 qualified electors) to hear complaints and provide advice on ethics violations and conflicts of interest, with proceedings kept confidential unless the subject requests public disclosure

Authorizes the Majority Leader to appoint all committee members and chairs, refer bills to committees, determine committee composition, and allow remote participation via technology systems in exceptional circumstances

Requires all Senate and committee meetings to be open to the public, with limited exceptions for matters involving personal character, misconduct, or health of individuals

Permits the Senate to convene between legislative sessions upon petition of a majority of elected members to address matters within the Senate's exclusive constitutional or inherent powers
