Requires the Department of Civil Service to develop a statewide examination for Director of Facilities I, II, and III positions in school districts throughout New York State, including eligibility criteria based on qualifications and experience.

Grants permanent appointments without examination to current employees holding equivalent competitive positions in facilities management across all New York counties who are serving when the first exam is administered.

Exempts Director of Facilities I, II, and III positions from local civil service eligible lists and residence requirements, requiring instead use of the statewide list developed under this legislation.

Applies exemptions and protections to dozens of specifically named facilities management positions across all 62 counties, including positions such as Superintendent of Buildings and Grounds and Director of Facilities and Operations.

Takes effect immediately upon enactment.
