Amends Public Service Law Section 67 to expand the definition of electric and gas meters subject to Public Service Commission inspection to include all meters measuring usage of any end-use customer of electricity or gas services.

Requires Public Service Commission-appointed inspectors to inspect, examine, and verify the accuracy of all electric and gas meters and testing apparatus used by utilities, corporations, municipalities, and persons.

Prohibits any corporation, person, or municipality from furnishing, setting, or using any electric or gas meter unless the meter type has been approved by the Public Service Commission.

Takes effect 180 days after becoming law, with authority granted to the Public Service Commission to adopt necessary rules and regulations immediately upon enactment.
