New York State Energy Research and Development Authority shall conduct a statewide study of consumer behaviors regarding energy efficiency and clean energy technology programs, with findings due to the governor and legislature by July 1, 2012.

Study shall examine the duration of behavioral changes in energy efficiency practices, compare consumers who maintain efficiency practices after program participation versus those who do not, and apply social science theories to improve program effectiveness.

Study shall evaluate behavioral change as a tool to improve energy efficiency program effectiveness and develop program strategies using behavioral science insights to increase consumer participation and improve decision-making.

Study shall analyze the impact of market prices and price fluctuations on consumer energy choices and conservation efforts.

Department of Environmental Conservation shall transfer $1,000,000 in revenues from air emissions allowance auctions to the Energy Research and Development Authority to fund the study, with cooperation required from the Department of Public Service, power authorities, and utility corporations.
